Office of Financial Management (OFM)

  • Responsible for all technology and security related tasks for the national Medicare Secondary Payer (MSP) program.
  • Responsible for the IT budget for maintaining the MSP IT systems. The MSP Program is approximately $110 Million dollar program which approximately $27 Million dollars is spent on IT per year.
  • Responsible for the information technology roadmap, developing proposals for strategic planning and information technology governance activities in general. Provide information/data architecture, vision, and technical impact or identify problems at an enterprise level.
  • Performs, plans, design, and implementation of an agency wide enterprise architecture initiatives that integrates with business processes, applications, information, and technology architectures into an organized matter. Provide guidance on implementing an outcome driven EA approach.
  • Responsible for investment reporting to the Department of Health and Human Services (HHS). MSP is one of the major investments at CMS and we are required to report on success of the program, as well as our Return On Investment (ROI).
  • Responsible for oversight of development contractors with over 90 development resources.

  • Serve as the lead for Division of Medicare Benefit Coordination (DMBC) on all IT security issues functioning as the division’s information security technical authority. Serve as technical advisor to management on all IT systems, infrastructure, changes to policy, impact to divisional programs, as well as the most effective/efficient way to comply to all CMS/OIS policies. Support IT initiatives for all IT systems development.

Lead Systems Engineer –VIPS, Towson, MD

Coordination of Benefits project:

  • Overall database design and development for the COB application. Adhere to all COB database standards. Regularly analyze processes’ running against the databases and recommend modifications to the database for efficiencies.
  • Overall Software design and development for the COB application. Ensure all coding changes adhere to COB application standards and maintain ISO-­‐2001 compliancy.
  • Work closely with the COBC operations to adhere to their corporate level production controls, standards and procedures. Provide senior technical leadership to ensure all applications follow standards and procedures. Consistently monitor production applications for deficiencies and make recommendations for performance enhancements.
  • Participate in project PDRs (preliminary design reviews) , DDRs (detailed design reviews) , JADs (joint application design), BPMs (Business process model) and technical design sessions for COB.
  • Responsible for all projects plans and schedules with the COBSW and MRASW mainframe processing. Responsible for project coordination, resources, work breakdown structures and risk management.
  • Responsible for recommendations to senior executives for program enhancements. Participate in white paper development for proposals of yearly project enhancements to CMS.

SuperOp project:

  • Working with the end users, analysts and system engineers to design and develop a web based front end for an existing CICS auto-­‐ adjudication project. Researched multiple technical options for integrating the web based front end with the existing application. Created and presented written technical documentation to senior level executives which included recommendations for the technical design. Negotiated with third party vendors to license products for integration and deployment with the web based front end.


Virgin Islands Medicaid System (VIMS)

  • Continued technical support of the VIMS application including network analysis/troubleshooting, hardware and software upgrades, server operating system upgrades and database maintenance.

 

Technical Project Manager – VIPS, Towson MD  2000-­‐2002

Coordination of Benefits project:

  • Assisted in the design and develop of the business requirements for the project. Successfully integrated existing applications into the newly designed and developed COB system. Worked with the new team to bring the COB application ISO-­‐2001 compliant by creating procedures for development, system testing, training and software deployment. Designed standardized programming modules to support current and future MSP reporting. Designed the logical and physical data model for the new COB database to support multiple MSP subsystems. (IEQ, MSP, Data Match and VDSA). Analyzed and designed the system data Jlow for the system integration for new and current systems. Designed test plans and testing procedures for system implementation. Redesigned processes to enhance software performance to handle new projected data volume. Designed and developed employer and insurer VDSA (Voluntary Data Sharing Agreement) process.

 

Virgin Island Medicaid System (VIMS) project

  • Review business requirements with end users and the client’s technical staff. DeJine hardware and software requirements. Oversee the delivery and installation of hardware and third party software. Review the existing eligibly system, create and execute a data migration plan. Design, development and installation of the VIMS software application. Assisted with training end users and technical support staff.

1997 - 2000

HCFA/IRS/SSA Data Match project

  • Oversaw the development of business, functional and technical requirements for the Data Match application. Produced and maintained the project plan, budget forecasts, actual budgets and status reports for the project. Ensure project work was completed on time, error-­‐free and within budget. Responsible for team members cross training and future development. Provided technical expertise in analyzing efficiencies and detecting deficiencies within the application. Suggested process improvements throughout the entire application. Worked with end users to provide new ideas for system enhancements to automate manual efforts to reduce workload.
  • Provided statistical analysis of data and technical information on the system components to CMS for the COB (Coordination of Benefits) RFI/RFP. Collaborated with senior members of the partnering teams to create a proposal and oral presentation for the response to the CMS COB RFP.
  • Analyzed and redesigned the Blue Cross Blue Shield data exchange by automating manual processes.
  • Performed system analysis, designed system changes and led the team in a successful implementation to support Y2K. Performed comprehensive Y2K testing. Lead the team with the design and execution of the Y2K testing project plan.
  • Performed analysis on OS/2 to Windows NT platform migration. Performed extensive analysis for migrating the client’s operating system from IBM OS/2 to Windows NT base environment. Performed proof of concept testing with the client’s infrastructure team.
